I am sure the DA will have no problem in voting to remove Ahmad, it's who comes in after that, that's going to be a problem, it looks like the other parties of the Moonshot might want to corner the DA into supporting a non DA councillor for mayor.

I'd be interested to see if DA nominates Phalatse again. Political sidelining tends to take place after one tries to challenge the administration as they are viewed as deviants. Sometimes mock challengers are setup but I doubt she was one.

I think she's still the DA JHB caucus leader... So probably?
 

He also revealed part of the consideration by the ANC was to possibly introduce the collective executive system across the 80 hung councils in the country.

The collective executive system, as stated in Section 12 of the Municipal Structures Act, allows for the scrapping of the mayoral executive system and takes powers away from a mayor and allows a new committee to run proceedings.
Of course, they're trying to rig the game...
 
For starters, they're actually contesting by-elections for the first time ever in FS (Dihlabeng). (Which says to me that they're confident to get support there in a non-IFP region)

And what I mean by "break into", is if they at least get a substantial base or if they manage to sucker punch ANC like in KZN and parts of MP and GP.
You said they managed to break into areas like the Eastern Free State, now understanding what break into means, did they manage to do something they have never done before in those areas?

If I have to quantify it myself, they got 0.5% in the Free State at the height of their popularity in 94, that was an achievement looking at the demographics of the Free State as far as the Zulu population there is concerned, fast forward to present time they only managed 0.2% in Free State for the 2021 election, 0.08% in 2019. It would have been interesting to see how much support they had historically in those parts of Eastern Free State, so that we can really see that

I don't know about you but that honestly doesn't look like a party that's breaking into anything outside of their traditional stomping grounds, which is KZN, GP and Mpumalanga.

It would also allows those municipalitied to be functional, no? Or would you prefer the Tshwane and Mangaung situation to be the norm every time the council cannot elect a Mayor?

No, no. I said "If they manage to" many times, not "managed".

That's why I said, if they manage, to break into eastern FS with this by-election, it'll be a massive achievement.

I'm sorry but no.

The ANC only wants the committee system since it would keep them in power without any option from anyone else to contest. Yes, I'm also frustrated with the perpetual MONCs, but that's why I can agree with DA's proposal to limit said MONCs.

ANC has also tried to implement/force this system in, whenever they lose a muni. CPT in 2006 and last year in NMB are two good examples.

Also, Durban has this system and they're far from functional...

I think they would, especially if it puts them in a collision course with their own coalition partners and they are sure their candidate will lose.

I think they could be more amenable to having an IFP mayor, it would work out better for them as far as their aspirations for the province are concerned and it will turn the tables on ActionSA's strategy, the reason they are on this narrative is that they want to field their own person and blackmail the DA into voting for them as a gesture of good faith towards the Moonshot Pact.

Probably, since it seems to me at least that IFP and DA have a relatively good understanding (ref. their cooperation in KZN).
 
I listened to commissar Snuki talking about this. He keeps, without irony, describing the ANC's biggest with the DA being that they are racist and opposed to "transformation". That's a total copout coming from the ANC who are probably at this stage the biggest race mongers in this country.

Their problem with the EFF is apparently that they are lawless, the EFF brand of racism is apparently acceptable to the ANC which makes sense as they mirror each other.

Oh? Speaking about what they can do in future, not what they have already done, I got you.

We'll see how that goes, their work is cut out for them, honestly if they just managed something from the provinces that are not their Zuu stronghold I would be pleasantly surprised, for now I don't see anything, they even have a lot of catching up in KZN, let alone GP and MP.

Again I don't see anything meaningful happening outside of those three provinces in the next 10 years.

What do you prefer should happen to disfunctional municipalities like Tshwane and Mangaung? get used to the fact that now and again things would come to a standstill while politicians are busy wrangling not able to elect leadership?

Dissolve and re-run elections.
The ANC's plans are always going to favour the ANC, suppose it would be true of any party in power. The ANC however have no intention of delivering services and cleaning up anything. They just want access to power and resources for their cadres.

Yep, that's an option I would not be opposed to.
 
Isn't this what's supposed to happen when you have a hung council? Isn't this written in law already?
I don't think so, the councils are allowed to elect the leadership within a stipulated time, on the premise that they will be able to look past narrow interests, after that Cogta can still intervene at their leisure call for an election.

With our experience so far it's clear that hung municipalities are more likely to be disfunctional, so moving to another election after the election is not a bad idea, but there is still a chance that we could come out of the rerun with the same problem again, so losing the executive mayoral system when everything fail should still be an option to get things to work, I feel it's still more representative of the will often people than putting the city under administration.
