As horrendous as the story actually is, the ANC somehow still manage to inject their own brand of humour into it :

"The abuse and exploitation of women and children are an intolerable affront to the values of the ANC," said Bhengu-Motsiri.

Not likely to have cost alot. EPWP workers are paid below minimum wage (think it is R14/hour) and the beds wouldn't cost too much either
 
Looks like the DA in Tshwane also has a homeless theme, Zille must have streamlined processes. It's a good thing though, sure there are many who are homeless because they want to, but the others should not be punished for it, so if there's any way the government can help, that's very welcome.

Pretoria is warm enough in the winter. They can sleep outside.
