Because 10111 is not Panyaza's problem the same way it's not Allen Winde's. He is a hard worker but unfortunately even him is limited on what he can do.
Then how is the panic button his problem? It's still an interface to law enforcement and health services...

I fully expect non of these promises to make a single iota of a difference even if they are partially implemented.

I know you're being flippant but TB's point is valid. So, one structure in government has broken down.
What do you as Lesufi do? Speak with your cdes to fix it? No. That's too radical. Rather implement a parallel system with parallel support systems. More money to spread around that way. Buy more votes. Give appearance of doing something.

The ANC are incapable of building sustainable solutions. Instead they build disjointed stuff that breaks down and gets abandoned for the next photo op.

It is his problem. The various spheres of government are supposed to cooperate, not compete. But we know why Phanyaza prefers this way. He is "helping" comrades get tenders as per that voice note and building some sort of personal legacy. Those onesies wearing security are called amaphanyaza, that's what he's going for and mostly to try win GP back for the ANC.

I suppose I'm dealing in the nuance.. Lesufi can spend much money on these panic buttons and claim to have all these things put in police stations etc, but it's all reliant on other national departments allowing it to happen, and at that point national treasury should be stepping in and pulling the money from the provincial budget and allocating it to either fixing 10111 or to modernising the police stations.
 
The municipality can definitely go and clean that up. It is not like the DoD is going to come out and argue that a shack/homeless tent thing is 50% on their property.

This is only a problem for the municipality if they want it to be, if they are begging the DoD to clean it up.
There is a court ruling stopping them.

Err, help me understand exactly what is the problem here, Panyaza has a whole department of community safety that he is in full control of, he is using that to fight crime, which is the whole point of the department in the first place, but you guys have somehow found a way to make an SAPS problem his problem?

Like a mayor cannot spend money on the Metro Police department because 10111 has issues?

Panyaza has a job to do guys and he is doing exactly that, something is clouding your judgment. And just to remind all of you haters, when Panyaza does a job he does it well, and he leaves a lasting legacy.

Because he is doing his bit to fight crime, with the resources that are at his disposal and under his control.

Cele is the one you are looking for if you want to complain about 10111,i am sure Panyaza would be very willing to pass on the message but the man is really busy.
 
He's unfortunately not overstepping. As long as his minions don't have their own parallel processes but rather hand perps over to the real police he's okay I think.
I would personally question that... I mean yeah if they hand over to real police then thst part is OK.. Just personally doubt the other stuff is actually legitly within his remit.

It will all depend on exactly what is implemented and how it is run really..

And I'd be happy to be proven wrong and for lesufi to actually make a difference but this just reeks of tender bullshyte and populist crap.

LOL the only two things he does well is cry racism and looting.

Seriously the WC does this all the time, no one has ever complained about it, or raised any issues about the legality, they have LEAP officers, provincial cops with very expensive toys, a department that does rural safety, why should it be a problem when it's done in Gauteng? They together with the metro police work together with SAPS.

If it operates like the Leap setup then maybe..

Like I said I would like to be proven wrong but this is lesufi and the ANC.. The whole way this is sold screams tenders for days.

Also I'm not sure how effective the leap setup is in all honesty.
 
So you think this is going to succeed and be value for money spend? Yes or No will do. We can revisit in future.
I don't know, are the similar projects being undertaken by Winde in the Western Cape successful and offering value for money? If they are then Panyaza is right on course to greatness.
