Not only that. Also comes down to the "use it or lose it" budget rules. Not sure whether that was the case here but is sometimes a consideration.
Then the question woukd be, do they even need the cars? Because buying things you don't need just to spend money is called wasteful expenditure.

Since they don't seem to be in a hurry to use the cars it means the money could have been spent on something else, talking about that, the Panyaza haters insisted that he could have taken all the money he used on the crime wardens to assist SAPS, so in the same spirit why doesn't the WC donate the cars to SAPS?

You didn't read the press release did you?

The cars are to replace an existing fleet. Do you know how that works?
They are/have been waiting for approval from BMW to allow the fittings (obviously have to be manufactured) to be used on their vehicles.

I read it, it's a tale, how long does it take them to install the fittings with so much crime to fight?

Panyaza bough cars, installed fittings and deloyed the cars to fight crime, What's Western Cape's problem? are they broke?

Panyaza goes to sars office, takes cash from kieswetter and buys things. DA don't have such easy option.

If my memory does not fail me I think Michael Jackson also had one of those. Long before Covid he was afraid of the germs.
Well, in fairness, he was never afraid of CovID - when it broke out, he was singing underground.
