Then the question woukd be, do they even need the cars? Because buying things you don't need just to spend money is called wasteful expenditure.

Since they don't seem to be in a hurry to use the cars it means the money could have been spent on something else, talking about that, the Panyaza haters insisted that he could have taken all the money he used on the crime wardens to assist SAPS, so in the same spirit why doesn't the WC donate the cars to SAPS?

The cars are to replace an existing fleet. Do you know how that works?
They are/have been waiting for approval from BMW to allow the fittings (obviously have to be manufactured) to be used on their vehicles.
