It's possible the EFF could be part of the coalition, I haven't seen an indication that what happens at National will necessarily happen at provincial level, it looks like provinces are being given permission to negotiate.

To some level yes, I would expect a bit of "autonomy" but you can still expect him to be nerfed by the NEC to some degree.

He's ignored the NEC before and will probably do so again. Panyaza is semi-RET.
I think this time around it could be fatal to his political aspirations... Especially when coalitions partners are provincial and even national level would call it out and make it an issue.
 
Looks like RISE is also in on the GNU, on eNCA now Gana is saying they have agreed in principle and are avoiding a situation where the first seating fails to elect the President and a Speaker, as that could create a vacuum that could be exploited by opportunists.
