Also don't think there's many "useless" ministries, but they can be merged where they're similar. So Tourism can be merged into Trade & Industry, Police can be merged with Justice, Higher Education and Basic Education can be merged etc.

This is something we do not want. South Africans in government lack proper work ethics/lazy, and they are not the brightest as well, so you need to spread the load not to stack it up, nothing will get done in senior management if they will have such high workloads, and monitoring would be unachievable.
