Planning, Monitoring and Evaluation
Minister in the Presidency
Minister in the Presidency responsible for Electricity
Minister of Women, Youth and Persons with Disabilities
Minister of Cooperative Governance and Traditional Affairs
There is literally a ministry called Presidency who's job is to look over the portfolios, plus Planning, Monitoring and Evaluation which is to monitor the performance of said portfolios. Plus we have Electricity which is the most useless.

You are getting it wrong, the ministry of state security was moved to the Presidency and it's still responsible for state security as well as communications of the government. There is no Minister without portfolio in the current setup.
