I doubt that PC would even run Star Citizen's launcher.
1060 was a beast.
I still used one last year. Not a game I could'nt play at 1080p

People are so use to 1440p and higher they seem to forget how many frames you can gain by going to 1080p
I played Red Dead 2 at 60fps high settings with a 1060 at 1080p

Starfield Req 1070 for 1080p according to spec sheet. So you will need to drop to maybe 720p

What CPU you running?
The 1060 will be fine. At 1080p the difference between a 1060 and 1070 is negligible. Only at 2k will you have a noticeable difference.

Also turn off any volumetric effects like volumetric clouds and smoke - 1060 not great at rendering those.

Otherwise I believe you will be fine on medium - high customized
 
Dont have kids but have rotating custody of the lounge TV for mostly similar reasons.

This is why you screw the aesthetics of your designer lounge and put up a 32" monitor on a VESA stand in the living room next to the TV.

It's the only way, else you'll be watching Witcher on Netflix with her instead of play it.

But I suspect my work laptop (5600 Ryzen + 1650) might handle it better?

The only reason I skipped PC completely is cause req said 1070 min.

From experience I believe the CPU may be your bottleneck
Bethesda NPC's tend to have more advanced A.I. than something like Witcher 3 or even Red Dead 2

Bethesda NPC's are all unique as they have jobs, homes and set routines and don't have animation they leave and then disappear into the sunset

I had a I5 5th gen when I got Kingdom come and couldn't play the game as their A.I was similar to Bethesda. Going to a I7 7th gen fixed it completely, still on the 1060

I've not bothered to check, but it depends on the location where I'm at. At the main city I'd say it's dropping below 20 for sure, but other locales - definitely above. When I say stutter I mean it will freeze for a second or two assuming for stuff being written or loaded.
That's your cpu struggling.
It needs to calculate the NPC A.I and just does not have the power to do so

Oh dear me, christ almighty has come down from on high to make star citizen not work on my machine. Shocking. Now all of a sudden, oh wait... it loads.

Lowest frame rates are at Lorville and or Orison thanks to cloud tech and not being very optimized, but in general I get 25-ish fps in SC.

Naa we good, she has a Nintendo Switch and I have a whole office we also have a 40" TV in the bedroom
Options ≠ 4K 58" but works.

Besides ^ = 1st world problems.
