The United States on Tuesday sought to downplay its absence from talks on the Syrian conflict among Russia, Iran and Turkey in Moscow, saying it was not a "snub" and did not reflect a decline of U.S. influence in the Middle East.

However, President Barack Obama's decision to offer only limited support to moderate rebels has left Washington with little leverage to influence the situation in Syria, especially after Moscow began launching airstrikes against rebels fighting President Bashar al-Assad.

Although Washington has long been a player in efforts to end the Syrian civil war and other Mideast conflicts, it was forced to watch from the sidelines as the Syrian government and its allies, including Russia, mounted an assault to pin down the rebels in east Aleppo that culminated in a cease-fire deal.

Dennis Ross, a fellow at the Washington Institute for Near East Policy who was an adviser on Iran and the Middle East to both Democratic and Republican administrations, said the United States had made itself "irrelevant" in Syria.

"The opposition finds little reason to be responsive to us and Assad. The Russians and Iran know that there is nothing we will do to raise the costs to them of their onslaught against Aleppo and other Syrian cities," Ross said. "Russia, having changed the balance of power on the ground, without regard to civilian consequences, has moved to make itself an arbiter."

A spokesman for U.S. Secretary of State John Kerry dismissed suggestions that America's absence from the meeting indicated a change in influence.

"The secretary doesn't see this as a snub at all. He sees it as another multilateral effort to try to get a lasting peace in Syria, and he welcomes any progress towards that," State Department spokesman John Kirby said Tuesday.

"We would obviously refute any notion that ... the fact that we weren't at this one meeting is somehow a harbinger or a litmus test for U.S. influence and leadership there or anywhere else around the world," Kirby said, adding that Washington was still engaged in the region on many other issues.

"We are not excluded. We are not being sidelined," he added.

On Tuesday, Israeli Prime Minister Benjamin Netanyahu said that he has ordered his government to “find ways” to bring injured civilians from Aleppo, Syria, to Israeli hospitals. That could clear the way for hundreds of Syrians, a country still technically at war with Israel, to cross into the country at the express invitation of a prime minister normally known for his hard-line positions on Iran, the Palestinians, and other issues.

Yet helping to alleviate the vast human suffering in Aleppo appears to be Netanyahu’s primary reason for making this latest move, not geopolitics.

Some Israelis have called for their government to go even further. In September, opposition leader Isaac Herzog called on the government to allow Syrian refugees into Israel. "Jews cannot be indifferent while hundreds of thousands of refugees are looking for safe haven,” he said.

“No one is too young for jihad, because jihad is a duty for every Muslim,” the woman replies, as the family praises god and the daughters hug and kiss their mother.In the second, the two girls themselves say they will take part in suicide operations in Damascus. “Why don’t you leave this to the men? The men who escaped on the green buses?” The child, confused, says yes, before her father asks more questions.

“You want to surrender so that you're raped and killed by the infidels? You want to kill them, no? We're a glorious religion, not a religion of humiliation, isn't that so darling?”, Mr Nimr coaxes. “You won’t be scared, because you're going to God, isn't that right?” he asks the younger girl.

Aleppo battle: Syrian city 'back under government control

The Syrian army says it has retaken full control of Aleppo, following the evacuation of the last group of rebels.

In a statement, the army said it had "returned security to Aleppo" and called it a "crushing blow" for rebels.

The International Committee of the Red Cross (ICRC) confirmed "all civilians who wished to be evacuated have been, as well as the wounded and fighters".

This is the biggest victory for President Bashar al-Assad since the uprising against him began in 2011.

Turkey's foreign minister says it has agreed with Russia a proposal for a ceasefire in Syria, where they back opposing sides in the civil war.

Mevlut Cavusoglu said a document outlining a political solution to the conflict was also "ready", and that both could be "implemented any time".

His comments came hours after Turkey's state news agency said a ceasefire might start at midnight (22:00 GMT).

A Kremlin spokesman said he could not comment on Anadolu's report.

Dmitry Peskov told reporters that Russian officials were "constantly in touch with our Turkish colleagues" to discuss details about possible peace talks in Kazakhstan next month.

The Syrian government and rebel groups have agreed a ceasefire and to begin peace talks, Russian President Vladimir Putin has announced.

The ceasefire is due to come into force at midnight (22:00 GMT) Thursday.

Turkish Foreign Minister Mevlut Cavusoglu said earlier that Turkey and Russia would act as guarantors under the plan.

The two countries back opposing sides in the conflict, which has raged for more than five years.

The truce does not apply to two of the main jihadist groups in Syria, so-called Islamic State and Jabhat Fateh al-Sham (formerly the Nusra Front), Turkish sources say.

But it reportedly does cover the rebel-held Eastern Ghouta area near Damascus, which had been a sticking-point in negotiations.

BEIRUT (Reuters) - Islamic State in Iraq and Syria militants have destroyed one of the most famous monuments in the ancient city of Palmyra, the Tetrapylon, and the facade of its Roman Theatre, Syrian antiquities chief Maamoun Abdulkarim told Reuters on Friday (Jan 20). The Syrian government lost control of Palmyra to Islamic State in December, the second time the jihadist group had overrun the Unesco world heritage site in the six-year-long Syrian conflict.

The Tetrapylon, marking a slight bend along Palmyra’s grand colonnade, comprises a square stone platform with matching structures of four columns positioned at each of its corners. Satellite imagery sent by Abdulkarim to Reuters showed it largely destroyed, with only four of 16 columns still standing and the stone platform apparently covered in rubble. The imagery also showed extensive damage at the Roman Theatre, with several towering stone structures destroyed on the stage.

Just last May, a famous Russian orchestra performed at the theatre after Palmyra was first won back from Islamic State.The destruction was a “new war crime”, said the head of the United Nations cultural agency.“This destruction is a new war crime and an immense loss for the Syrian people and for humanity,” Unesco Director General Irina Bokova said in a statement.
