Intensified coalition air strikes have killed at least 300 civilians in the Syrian northern city of Raqqa since March, as U.S.-backed forces close in on the stronghold of Islamic State forces, U.N. war crimes investigators said on Wednesday.
The Syrian Democratic Forces (SDF), a group of Kurdish and Arab militias supported by a U.S.-led coalition, began to attack Raqqa a week ago to take it from the jihadists. The SDF, supported by heavy coalition air strikes, have taken territory to the west, east and north of the city.
"Coalition air strikes have intensified around the city," said Paulo Pinheiro, chairman of the U.N. Commission of Inquiry.
"As the operation is gaining pace very rapidly, civilians are caught up in the city under the oppressive rule of ISIL, while facing extreme danger associated with movement due to excessive air strikes," he told reporters.
Karen Abuzayd, an American commissioner on the independent panel, said: "We have documented the deaths caused by the coalition air strikes only and we have about 300 deaths, 200 in one place, in al-Mansoura, one village."
French special forces are providing information and tools to Iraqi soldiers that they have hired so that they can kill the French fighters in ISIS.
The end goal: avoid their return in France.

If its the FFL , then legally there should not be an issue of killing "French citizens", as they are the only arm of the Military who's members do not swear allegiance to France , but swear allegiance to the Legion.

The COS is not in charge of all special military units within the French Armed Forces. Action Division of France's Directorate-General for External Security (DGSE) is responsible for planning and performing clandestine and covert operations including black operations. The core specialisations of the Action Division are sabotage, destruction of materiel, assassination, detaining/kidnapping, and infiltration/exfiltration of persons into/from hostile territory.

Although with the likes of French citizens within ISIS, i would think that the DGSE's Action group would be better tasked to deal with them.
Actually you're right, I thought the Action Division was now under the SOC (since the reshuffle of the intelligence services), but it's still independent.
RUSSIA claims it killed ISIS leader Abu Bakr al-Baghdadi in an airstrike last month.
Terror chief Al-Baghdadi had reportedly been at a crisis meeting with around 30 ISIS commanders and 300 fighters in Raqqa when the Russians struck.
A statement from Moscow’s defence ministry read: “IS leader Ibrahim Abu-Bakr al-Baghdadi, who was killed as a result of the strike, was also present at the meeting.”

A U.S. Navy fighter jet shot down a Syrian regime fighter jet on Sunday that had dropped bombs on Syrian rebel forces fighting ISIS in Syria.
The U.S.-led coalition said in a statement that it's focus is on fighting ISIS, and not fighting the Syrian regime or Russian forces, but it will not hesitate to defend coalition or partner forces coming under attack.
The incident occurred in the town of Ja'Din, south of Tabqa, Syria, which had recently been retaken from ISIS by the Syrian Democratic Forces (SDF), an umbrella group of Syrian Kurdish and Arab rebel forces supported by the U.S. in the fight against the militant group.
SDF came under attack from regime forces in favor of Syrian President Bashar al-Assad around 4:30 p.m. Syria time. A number of SDF fighters were wounded in the assault, and the SDF soon left Ja'Din.
Coalition aircraft conducted a show of force overhead that stopped the initial pro-regime advance towards the town.
"Following the Pro-Syrian forces attack, the coalition contacted its Russian counterparts by telephone via an established 'de-confliction line' to de-escalate the situation and stop the firing," said a statement from Operation Inherent Resolve, the U.S.-led coalition fighting ISIS.
"At 6:43 p.m., a Syrian regime SU-22 dropped bombs near SDF fighters south of Tabqah and, in accordance with rules of engagement and in collective self-defense of coalition partnered forces, was immediately shot down by a U.S. F/A-18E Super Hornet," said the statement.

Several military officials were reportedly caught off guard by the White House’s statement Monday night that indicated “potential preparations” for a new chemical attack by Syria, The New York Times reported.
The statement issued by White House Press Secretary Sean Spicer warned Syria’s military would “pay a heavy price” if it launched a new chemical attack.
The reported lack of communication between military channels also appeared to be corroborated by a BuzzFeed News report that cited five defence officials who said they did not know of the details regarding a potential chemical attack, and were not aware of the White House’s plans to release a statement.
