You know there's an easy way to resolve this problem.
Take all the unemployed, put them on bicycles that are fixed on a treadmill (make sure to cement them in place so they don't get stolen) and let them cycle to generate power. They should do this in Zim, then they would have something to export again other than Zimbabweans.........................
The problem with the unemployed is that they don't really want to be employed. Offer one with a "no job, six kids" sign a session in your garden - result is that sign at the traffic light is his job, and he gets more money much easier that way.
They should rather put up a wind farm outside parliament as that is it's most consistently (also high availability) by product. It actually outperforms it's intended product.
