Forget the fact that you just mentioned it, he was a pretty important character in S2/3 when they found him barricaded into the house with his mass of weapons.
Let alone the fact that him and his son were such important characters from the get go when Rick kept using the walkie talkie to tell them where he was headed.

When Rick woke up in season 1, he found that dude and his kid hiding out in his house. And then in season 3 they crossed paths again.

Anybody else seem to think that they stepped up the gore factor? Season 4 was tame compared to this episode.
