Read my post again. "40% of 60 000 = 24 000". As in, the 40% part is 24 000.
I will only agree with you, if I say "60 000 discounted by 40% = 36 000"

Or you can draw using your credit card at till, but you must be purchasing an item as well. You will be charged interest from day one, I believe, but it this removes the need to carry your cheque card around (unless you need to draw from an ATM).
