Khayelitsha - Residents of Makhaza section in Khayelitsha have to cover themselves with blankets each time they make trips to the toilet because they were built toilets without walls, The Star newspaper reported on Thursday.

The situation has prompted the ANC Youth League to lodge a complaint with the SA Human Rights Commission (SAHRC), saying what was happening was "tantamount to crimes against humanity".

"Our plea to the [SAHRC] is to compel the city council to build toilet walls to ensure the rights, dignity, privacy and freedom of residents of Ward 95 are protected, to charge the council with violations of human rights and to take it to task for disregarding the constitution and the Bill of Rights," said ANCYL deputy chairperson in the Dullah Omar region, Chumile Sali.

He said this in a letter written to SAHRC chairman Lawrence Mushwana.

Cape Town mayor Dan Plato said the open toilets matter was an arrangement residents had agreed to and that each household was responsible for building their own enclosures.

Resident Ntombentsha Bheja, said she felt humiliated every time she had to use the toilet.

"I was not there when this thing was agreed to. I want a wall around my toilet, but just can't afford it.

"I get a grant. I'm 75 and I feel disregarded as an old person. I expected better treatment by the government," she said.

Resident Sive Jiane said: "I wait until dark because during daytime everybody can see you."

These people are just unbelievable. The counsel build free toilets for them, the least they can do is to make a plan to enclose it. Socialism make people lazy to think or do anything for them self.

If agreed to the yes but I can't see a 70+ year old aggreeing to have a toilet with no walls, hell a few corragated sheets aint that much.

Yea BBSA get the 70 year old lady to build the walls.

Sure she can do it in about 2 days flat, i will whip the lazy old biatch if she does not build at a good speed as well because we all know how lazy 70 year olds can be.

Maybe the company building the toilets took public toilets the wrong way? Should also start building houses with no walls? I mean why do houses need walls? Lay the foundation and tell them to stop being lazy and build :D.

Come on guys, these people got the toilets for nothing. They are an entire community. You want to tell me there is not one person among them capable of putting in some wooden poles or metal sheeting around it?

They are just too used to handouts, and expect everything to come from government now. This is what the ANC is inviting, a people full of entitlement and unwilling (probably soon unable) to do anything for themselves.

Beggars can't be choosers. Hell you get a free toilet, no make a plan to enclose it. If you to old ask your neighbour to help!

LOL so this is what the government has promised hey, toilets without walls.

Geez i dunno if i was getting a free toilet i would expect a wall FFS :D. Sorry but i am on the poor guys side. You realize it costs money to put up walls or whatever right? Maybe you have no idea what it must be like to struggle to buy half a loaf of bread everyday.

Maybe they should whip out their credit cards and go get some shyte.

Be a bit realistic and try understand some communities are poor as in no money for anything but the little bit of food they can afford.

If they agreed on toilets without walls, and now are going back, I can't fault the government. An agreement is an agreement. These guys just want everything for free. Give them a toilet, they want the enclosure, give them that, they'll want a house, give them that, they'll want free power and water, give them that, they'll want a car, give them that, pretty soon they'll want your salary too.

just when i was getting sick of seeing these people peeing on the side of the road, i gotta see them taking a dump

Ha Ha. I still see them pee on the side of the road, and take their dumps in the rivers while we paddle along admiring the scenery. Seems nothing changes with the latest technology, maybe they are shy of peeking toms?

I understand they are poor but they are not completely helpless. But if they are this useless then I can understand why they battle to make a living.

Usually they are capable to put up shakes but now suddenly then they get a free toilet they are unable to enclose it. It is just pathetic.

A friend of mine, born and bred in Gugs told me about many of these people. They're from the Eastern Cape. Many of them settled in Cape Town recently then when they got houses they rent them out and live in shacks. They collect rent each month but then line up for another house. Then when the local govt wanted to move them to Delft they refused and started causing trouble.

Well the situation sucks, no matter who's fault it is. As a comparrison though, does France still have those public urinals? They used to have them kind of in the street.

I sread that in some daycare centres in the UK or USA, the toilets have glass walls to protect the staff from accusations of child abuse.

Shocking...

Firstly, it is astounding that the council agreed to build toilets without walls more than it is that the people agreed o this rubbish. For starters, using a toilet in public in full view of everybody is against the law (indecent exposure and all that), so, by the council building these toilets, the council is complicit in the authorisation of a criminal act. Therefore, the council should've thought it through and not done something so ridiculously embarrassing in the first place.

It's uncivilised, unfair and utterly ridiculous that the council would subject these painfully poor people to such shoddy treatment. Even the xenophobia tent camps had toilets so why treat citizens of this country any different.

I'm also highly annoyed at the ignorance and insensitivity of some myBB forumites as government is trying to create a semblance of an equitable platform within South Africa so that a certain minority does not benefit into perpetuity while everybody else must fend for themselves on the scraps. When White South Africans were gifted with free education, reserved jobs, plush homes for a pittance and a whole lot more, I didn't see anybody objecting, so when "these" people are being given basic services in order to bring them up to acceptable levels of common humanity, I am all for it.

To think otherwise is to remain ignorant of reality...I suggest you visit www.thevenusproject.com and broaden your narrow, self-serving mindset a bit.

Perhaps if the ANCYL and the rest of their senior comrades spent less time enriching themselves and dishing out snot-klaps to one another over trivial issues, then their might be time to govern this country and make it a great place to live for the poor too?
