Top Up numbers needs to be provisioned for it. 082111 will do this for you.
Prepaid numbers are automatically provisioned by the system when they go live.

They refuse to help me. Supposedly only the contract holder can do this. Never mind the fact that the "contract holder" signed me up as a user on the day we took out the contract. Sheesh.
Best of it all was, I just wanted some info, no need to activate it, I just wanted to know how much I could 'get'/transfer in a month. Eish
