IMO, as the austerity measures gain popularity globally, we will have more Saffers coming back. Lets all welcome them back shall we? And none of that "We told you so" nonsense okay?
On the other hand we as SA have to ensure we dont fall into the same trap of depending on a budget deficit for a protracted period of time. Which IMO, we will be back in surplus once our major capital projects are completed.

It's not. There are multiple ways of viewing unemployment. Unsurprisingly governments will prefer to use the method that shows the lowest number. We have approximately 50 million people, about 14 million on the dole and 13 million working (of which 6 million actually pays income tax). IMO our true unemployment figure is closer to 50%.

Because they bear most of the burden.
My statement said IMO. Obviously everyone will have there own opinion on it. I prefer the common sense approach.Have you made a consideration in your figures regarding how many people CAN work? Like the ones above the legal working age, and those retired and on pension? Its a lot more intricate than you make it seem.

Of the R 625 Billion collected for 2008/09 R 429 Billion was from non Personal Income Tax, so define burden?
The people who pay personal income tax also pay VAT, if that's what you're alluding to.
The fewer people pay tax, the more the tax needs to be paid per capita by the tax payers.
The people who pay INCOME TAX and VAT bear a greater burden than those who only pay VAT.

The picture I'm trying to paint, is that we Personal Income Taxpayers have a tendancy to think we carry this "burden" and when you look at the numbers, it tells a different story. People below the tax rates also contribute positevely to tax revenues...

That has no bearing on VAT payers.
Many of the cheaper goods they buy - bread, milk, eggs, veggies, fruit, mielies, etc are VAT exempt. They also spend less and so generate less VAT. What is the dole anyway - R800 odd per month. We carry this burden because personal income tax in SA is very high for the amount of services you get back in return. Why? Because most money has to be spent on the non tax payers. I answered your question. Again, per capita the person who is just rich enough to pay INCOME tax has to pay income tax on top of VAT everyone pays. With fewer tax payers and more living on the dole, the few tax payers there are have to pay more and have a higher burden. If more people earned salaries and so spent more on VAT and income tax, the tax per capita would be lower as would VAT.
