Why? Wouldn't that be more dangerous for the biker?

The rule is that you may not ride beside another bike or car. The single file doesn't have to be directly behind a bike in front of you, so staggered single file is still the best and safest option.

Another thing not everyone is aware of (well, I wasn't until a year or two ago) is that by law you are required to have an emergency triangle in your vehicle at all times and can be fined if you dont have one.

Only for cars first registered after 1 July 2006 if I remember correctly... but try explaining that to the piggy writing out the fine.
 
In Australia

Under Australian Communications Authority (ACA) legislation and the Telecommunications Act (1991) a modem may not connect on the first ring. Doing so will invalidate the operator’s ACA permit and may result in a fine.
