Something to think about: a genuine crisis like this is when something like deficit spending would be useful. But what has happened is that because everything was previously treated like a crisis, every government in the world became dependant on it.

Maybe there is a small hope that in dealing with the economic fallout of the spending, governments will realise that borrowing money to supplement your cashflow when times are normal is actually a really bad decision.
