It was grossly negligent of him not to act on the intelligence that he received. If a doctor gets information indicating that a patient has cancer, he'd better do more tests to figure out exactly what is going on or he's failed in his duty. Instead, Trump has undermined all attempts by his own intelligence agencies to inform him of the fact that Russia was hacking the US election system. For as long as he failed to act on information he started to receive a year and a half ago, it was tantamount to collusion.

I don't think it means what you think it means. It's doubtful that the word indicating is enough to throw uncertainty on the intelligence and justify ignoring it. Trump went on record as saying that it could have been a 300lb kid sitting in his room who hacked the election, all the while knowing full well that the best intelligence agencies in the world were convinced that it was Russia. He's still trying desperately to deflect attention from the Russian meddling by asking about Clinton's email servers.

Nordstream is Putin's brainchild and is important not just from an economic perspective; it is meant to increase Russian leverage over Europe.
