Oakland police violated the city’s sanctuary city policy Aug. 16 while providing traffic control during an Immigration and customs enforcement raid, and provided false information to the public after the fact, Privacy Advisory Commission Chair Brian Hofer alleged during a commission meeting.
An ICE official said Oakland police were truthful and upfront about the operation. Oakland police officials deferred comments to ICE’s Homeland Security Investigations branch.
Two people were detained, one of whom was arrested by Homeland Security Investigations officers during the raid of a Guatemalan family’s home in West Oakland. Homeland Security Investigations officials, at the time, alleged officers served a search warrant at the home in connection with a human-trafficking investigation involving children.
However, nobody at the home has been charged with any human-trafficking charges, Hofer said. A civil immigration case has been filed against the man who was arrested, he said.
Homeland Security Investigations Special Agent in Charge Ryan L. Spradlin, in a statement to the Oakland Tribune, said the search warrant was executed Aug. 16 “as part of an ongoing criminal investigation, not a civil immigration investigation.”
Public outcry over Oakland police’s involvement in an Aug. 16 Immigration and Customs Enforcement raid prompted the city to cut all ties with the federal agency.
City council members unanimously passed a resolution Tuesday that expands the sanctuary city policy to bar any branch of city government from cooperating with any ICE action.
Oakland Police Chief Anne Kirkpatrick was told the day before the raid that a federal search warrant stemming from a “longstanding, criminal” human trafficking investigation would be served at the house, she said at council meeting in November.
However, neither the two men detained during the raid nor anybody living at the house have been convicted or charged with a crime. One of them men faces deportation, the other has since died, Kaplan said.

States are kicking a growing number of voters off their rolls in the wake of a 2013 Supreme Court decision that invalidated a key part of the Voting Rights Act.
The rate of voter purges — a sometimes faulty process that states use to clean their voter rolls — is significantly higher than it was a decade ago, according to a new report from NYU’s Brennan Center for Justice.
This increase coincides with a 2013 Supreme Court decision, which struck down a part of the Voting Rights Act that required nine states with a history of racial discrimination to obtain federal approval when altering their election laws.
The spike is notable. Between 2006 and 2008, 12 million voters were purged from voter rolls. Between 2014 and 2016, that number rose to 16 million — a roughly 33 percent increase.
Brennan Center researchers also found a major surge in voter purges in the places that had previously been subject to federal preclearance under the Voting Rights Act. Several states — including Alabama, Virginia, and South Carolina — with a history of racial discrimination in their voting laws had been required to run changes in such policies by the Justice Department, a practice known as federal preclearance.

As the researchers point out, voter purging is an important process that helps states and counties maintain up-to-date voter rolls by canceling registrations for voters who are no longer eligible, including those who have moved or died. When conducted improperly, however, it can disenfranchise voters who are removed in error and not notified until it’s too late to ameliorate the problem.
That’s not just a hypothetical scenario. In Arkansas, thousands of voters were erroneously flagged in 2016 as the state sought to cull voters who had been convicted of felonies. In Virginia, voters were wrongly deleted from the rolls in 2013 based on a flawed database that tracked residents who had moved.
It shows a drop in wages in the second quarter of the year. While wages have risen by 12.9 percent overall since 2006, wages adjusted for inflation (so-called “real wages”) have actually fallen by 9.3 percent.
And between the first and second quarters of 2018 — after the tax cuts were enacted — real wages fell by 1.8 percent.
"But in respect after respect, the newly disclosed documents instead corroborated rebuttals by Democrats on the panel who had seen the top-secret materials and accused Republicans of mischaracterizing them to protect the president."
Wow those magic tax cuts. To get the opposite affect they should just raise taxes to 100% and we'll see an immediate increase in wages by the same amount.
Sohae, on the northwest coast of North Korea, is ostensibly a facility designed for putting satellites into orbit, but rocket engines are easily repurposed for use in missiles and the international community has labelled Pyongyang's space programme a fig leaf for weapons tests.
38 North analyst Joseph Bermudez called the move an "important first step" for Kim in fulfilling a promise that Trump said the North Korean leader made during their June summit in Singapore.
Since Sohae is "believed to have played an important role in the development of technologies for the North's intercontinental ballistic missile programme, these efforts represent a significant confidence-building measure on the part of North Korea", Bermudez said.
Trump said in Singapore that Kim had committed to destroying a "major" missile engine test site, without specifying the site.
Sohae has been the North's primary rocket launch site since 2012, and South Korea - whose president brokered the landmark summit between Trump and Kim - called it a step toward denuclearisation.
"It's a better sign than doing nothing," Nam Gwan-pyo, deputy director of the presidential national security office, told reporters.
"I believe they are moving step by step toward denuclearisation," Nam added.
But some experts cautioned against reading too much into the work described in the 38 North analysis.
