Yes, they can seize any .com, .net or .org domain, doesn't matter where it's hosted.

I don't see legally how that can be done. It's not even legal in the states as of this time according to that link.

It's a pointless move. These guys will be back once they move their sites to a different provider with a non-us domain name.
Just a temporary hiccup.
Once again they fail to deal with the real root issues of piracy and try to put a band aid on a massive coronary heart attack.
There are also tools you can download that bypass the US seizure and link you directly to the website without any need for DNS resolution.

Legal or not, DHS and ICE have been seizing domains for over a year now...
