Using an ADSL Router to creating a home network?

I heard that it is possible to use your ADSL Router to connect the pc's using that router.

Is this true?

yes, most standard ADSL routers have 4 ethernet ports which you can plug cables in as well as WiFi

Does that mean that I can share files from a pc connected to my router?

One pc to antoher one yes, if both are local on your network

How would I figure out if a pc is local on the network?

if it is plugged into your router, but I guess you might have some reading to do before trying to set up a home network
