Apparently, rain water from Gauteng goes to Harties and then north to Limpopo and onto the sea. Rainfall therefore is useless to the Vaal, but of course means people don't need to water their gardens which reduces usage etc.

I live in Centurion and it was bucketing on Saturday
Are there at least enough dams along the way, besides Harties?
Won't help. The problem is that Harties is so polluted - they have stated the only way to clean it is to drain it completely.

Even if the Vaal Dam burst its banks JHB Water will continue to find reasons for water problems that obfuscates their mismanagement and lack of planning. The current restrictions & penalties for excessive use is largely to fill their pockets with even more cash to squander. This is the Eskom/Electricity saga all over again, with water supply.
Really good news. Water restrictions are still in place, though not sure why. I am sure that the step tariff in pricing will also not be retracted.
