Virtual local telephone number for each town

Hi,

Does anyone know where I can buy/rent local telephone number for each town in South Africa?

I need a local telephone number for each branch of my business, but then divert it to call center. I don't want to pay R130 per month for line from Telkom.

On Skype I could get numbers(at $5pm) for Cape Town, Pretoria, Joburg and Durban, but need numbers for smaller towns too.

I have considered it, but don't want it.

People will call a 021 or 011 or 031 or any local number rather than 0861 or cell phone number. So that is why I am looking for a cheap way to rent these numbers.
