Vista Control Panel/System properties error

Hi guys

Im hoping someone else has had the same problem.

If one tries to open control panel it quickly opens and closes. Right click personalize, no action. Right click properties of "my computer" results in the same.

Now ive googled and searched and 'fiddled' to my hearts content but no luck.

I have done the following:

1. Tried installing KB929637, apparently its targeted at Nero but fixes the same error. Im already running SP 1
2. Stopping and restarting SL UI and Software licensing.
3. Format/Reloaded numerous times in different ways
4. Removed Nvdia card as apparently Nvidia tech might be causing this as well.
5. Reslotted RAM in different slots and one without the other.
6. Event logging gives no indication whats the matter.
7. Tried Vista updates - but that doesnt work either and causes other ***.


There must be a trick to this. Any help would be appreciated.

I doubt it could be a virus, but I have not looked down that direction.

The thing is, even from a clean format it does not work.
 
That's the weirdest problem I have heard. So even after a fresh install it yoyos the c panel?
 
I had sorta the same issue with Vista. When I clicked on "Personalize" etc, it would just open blank. Was the result of a patch that allows Home Premium to run Dreamscenes. In the end I formatted, reloaded, fixed my patch and now Home Premium runs Dreamscenes. :)

With a clean format u can rule out a virus. Have u tried another installation disk? Does XP do the same?
 
Are you running a nvidia card ? there is a bug with nvidia cards that make your ctrl panel not function properly.

you can try the following :

1) Launch services.msc from a run command
2) Find the SLUNotify service & stop it
3) Find the Software Licensing service & stop it (it may say that ReadyBoost needs that service to run; stop it anyway)
4) Restart both services, starting with Software Licensing

That's all. No reboot needed.

if the above is your problem then you need to install this patch to fix the problem permanently :

worse case senario, if all else fails try and install sp2 beta. no harm in trying, the beta has gotten very good reviews and has been reported with very few bugs. or you can allways just buy an ATI card, it will work first time around :)

As it gets into Windows the first time after install. Not even touching anything else or loading any software. Opening control panel wont work.

Is it possibly a flakey video card driver? Are you installing any drivers after the clean install?

Above mentioned, no software is installed at all.

As I listed in my first post. Ive done already all that you typed. It does not work :(

Will investigate sp2 beta.
 
Is this a clean install? IE Drive partition is deleted, and then formatted?

I must agree, this sounds like a virus that's hiding in the MBR...
I've never heard of a pc that fails doing something as basic as open control panel or any window for that matter on multiple fresh install!
 
Nah, no MBR virus. Its a commonish problem. Im hoping somone here knows of a scaly trick to fix it. My Vista pc is just for games, i quite like DX10 games. In spite I feel like steam rolling the thing with Fedora just to show it who is boss around here
 
Upon downloading the beta sp2, which I might add is 629,151KB. It gives me an error that the system cannot find the file specified.

My humour is now in short supply.
 
Igt may be a permisions problem. Boot in safe mode, rclick My Computer and confirm
1. that the account you are logging in with is a member of administrators group.
2. open my computer rclick C: and check that under advanced permissions that you do not have any denied option, remove any if you do.

I set my account for full permissions on entire drive and set ownership of entire drive to me...no go. I appreciate your assistance Bekdik.

I've had similar issues. It is usually a 50/50 case between a virus and a glitch in Windows. Has it been solved by installing SP1 or not installing SP1?
 
Ive just done another reinstall, decreased partition size. In the last 3 days ive reinstalled about 20 times I think. Now im tired. As far as im concerned this doesnt work.
 
Those of you whose Vista works, I envy you.

*sigh*

Goes back to XP and waits for a sp THAT %*(#@*% WORKS!!!!!
