No current Blackberry phone has LTE capability.
I believe non-abusive users have been unthrottled, and rightly so !
 
I switched to Cell C last weekend and their bis seems to be much better
 
BIS worked flawlessly for the last month. Really fast, no disconnects etc.
But since last night on-device browsing is NON-EXISTENT !
I knew it was too good to last cos Jannie and friends policy is to THROTTLE all users irrespective if they abuse BIS or not.
