Vodacom Fiber Billing

My area , last year our verges were dug up and they started laying Fiber. December Vodacom reps came to take our applications, with the promise that fiber will be installed and activated soon. There was an interim 100GB free LTE while waiting for fiber , once that is depleted you pay for the top up. Long story short been paying R427 every month , not sure for what as I hardly use more than 20GB a month, now Vodacom wants to bill me R600 which is equivalent to the fiber price , but fiber is still not installed. Chating to Vodacom , they confirm that that is how interim billing works , whether fiber is installed or not that is what they will bill me, since I signed the contract. I wonder if there is a body where as a consumer I will be able to complain ,as this is not fair business practise by Vodacom. How can you bill someone for a service that is not rendered? Our rights as consumers are being exploited by these unethical businesses. Enough is enough , this must come to an end.
