5thly, and maybe I am missing something here, but would some please explain to me exactly how number portability is going to "[result] in a downward pressure on [tariffs]?" Revenue, perhaps, but tariffs?

If the trend of lower tariffs to entice new customers into the world of contracts continues, the possibility exists that to keep existing contract holders from switching to a new package at a reduced rate, that the current tariffs will have to fall.

What would be a more likely scenario I would think is that the rates on the new packages could increase and current contract holders’ tariffs fall.
