Oh they've been unlocked... Mine doesn't seem to be. Strange. Got bounced from departement to departement until I got to the corporate client help desk which told me I have to phone the departement I originally called :/

Maybe its time that the current providers are regulated properly so we wouldn't need a 4th Operator
