In any event Skeptik how does what you post point to the fact that Vodacom is not a member of WASPA?
 
Do a search from all complaints about Cointel and you get a long list. Check the dates to the left of the list:

I've highlighted the one in question. The date is quite clear.
You should at the very least consider that the information you are posting is erroneous at the source, IOW the date "2007-02-13" that you are propagating & attaching to "Complaint Number: 0213", is incorrect - and obviously so when one actually reads the .pdf document that you posted a link to.

Furthermore, in that specific ruling, Cointel alleges some sort of relationship with Vodacom, Cointel alleges that Cointel was acting for and on behalf of Vodacom, however such a relationship with Vodacom appears not to have been investigated - I expect due to its irrelevance since Cointel sent the SMS message + 9 to an alleged telemetry device, and Cointel was the WASP responsible and consequently held responsible, all of Cointel's statements in that ruling regarding Vodacom are unproven and irrelevant as far as the actual ruling is concerned.

Unless I'm mistaken, you are solely responsible for the thread derailment so far by trying to throw in some spurious and as yet unproven [in your posts as well as in the WASPA ruling you linked to] association between Cointel and Vodacom - which has nothing to do with this thread, ergo the derailment which you are responsible for.

Post something that proves your case or at least something on topic.
