voWifi using mobile data

So I'm trying to find an Android phone that replicates the following functionality on my iPhone -

I have my UK o2 sim as an eSim and a Vodacom physical sim in my iPhone, the Vodacom sim is voWifi and roaming enabled - the Vodacom sim is forced to roam on an unsupported mobile network for roaming (so that I don't get charged roaming fees).

This works great when I'm on WiFi as I use my Vodacom sim as a normal line without roaming fees. Now for the cool bit... when I disconnect from WiFi, the iPhone switches to using to o2 esim for data and Vodacom is reconnected (with voWifi using LTE). I still receive and make calls as if I'm in South Africa without roaming when I'm out and about..

on the iPhone when I look at networks, it shows my o2 signal strength and Vodacom (but says Vodacom is using mobile data for calls)

I have not heard of or seen any Android phones with this feature and was wondering if there are any that do the following :-

1) Offer voWifi at the same time for 2 operators from different countries
2) Support the Voice over mobile data feature (ala iPhone's as above)

1. Doubt android manufacturers will have this, I think Huawei phones that have local vowifi will be the more likely of the few manufacturers to support another carrier (from another country) vowifi as long as that same model also support vowifi from another country.

Regarding why Apple works, from my understanding other then the sprint/version derivative the rest of the world has the same model. Hence the Hong Kong dual sim IPhone supports local WiFi as well as vowifi (from a hotspot of the second sim in the phone)

Samsung for example has carrier specific phones for SA, (I.e. xfa /xfv and xfe). There are some regions that are linked to the same region as xfa for example (some carriers in Dubai) but I'm not sure if it will actually allow vowifi while still on an XFA region phone.

2. No, as far as I've checked you can't use your sims hotspot for another sim on the same phone.

Thanks, this is exactly what I've been struggling with - I'm not even remotely Apple fanboy but in the respect Apple has android beat hands-down which is why I ended up with an iPhone XR, it's time to replace and I'm being forced to stay in the eco-system because of a feature which seems should be obvious.

Oh well...

investigating OP's query I stumbled upon this cordless DECT handset that works over WiFi
- does anyone know whether one can buy the Ascom i63 Talker or similar in South Africa for a reasonable price ?
