The sin comes in when they decided to eat at a non halal restaurant and to add to that sin by wearing the traditional head coverings.

Wearing clothes might be outdated or unnecessary but we still do it.

So rather remove your identifying markers if you are going to sin. Like how high schools prefer you to not wear their uniform while you commit a crime, of course first prize is to not commit the crime, but at least distance yourself from others who may be affected if you fail at the first prize.

Also, you often see youngsters hanging around malls and other places during the fast when they 'suppose' to be in mosque (often their parents believe they've gone to mosque. Might be the case here.
