What he is saying is that some people in government were not able to adapt to a Western society or rather that the system they had before was different - communal ownership of everything and hence personal enrichment was not a goal - and hence they fell to the allure of sports cars, big houses and other bling. It's as Marx said - when the worker's revolution comes, there will be societies who will be too far back to take part in it - they haven't reached capitalism yet. Of course I'm not making a judgment call on the development level of the culture of these people corrupted by bling, but merely drawing this Marxist analogy which precludes a proletariat revolution in some locations because of the needs of that society. Marx referred to Serbs, Scottish Highlanders and Bretons as his examples of peoples forming societies where a proletariat revolution could not happen because they hadn't developed capitalism yet.
Of course I think blacks are more than capable of living in and creating a 'western' type system.
