But they can roll out speed up the Gautrain roll out and improve provincial roads (many are in disrepair) and do other things so that there is less reason to use the e-toll roads.

Another point, shouldn't the R21 be renamed to a N something? R roads are provincial/regional roads, N is national, like the R28 became the N14.

R21 only runs from Pret. to Jhb if not mistaken so its not a national road i.e. crossing provinces. They can however possibly give it an M tag like the M1

Its basically that the entire thing is locked up in contracts just like the chappies toll road. They can't just come in and void the contracts.
