Well in 2020 the department plans to pull all fishing rights in and everyone must re-apply from scratch.

Its a good idea. Party that wins next year must implement stuff. All RSA citizens must benefit regardless of colour and gender.

It's not a good idea. The fish industry cannot exist without quotas. Species need to be managed and protected in order to have a sustainable industry. If you have free reign on fishing how long do you think it will last?

So you mean we must allow outsiders to enjoy our fish while we(owners of the land) got restricted?

You don't own land, unless you've bought it.. and if its under a bond, you still don't own the land, the bank does
