In a first world country with the rule of law, they would lose their broadcasting license.

In SA, a 3 year court case, R30 Million waste of tax payers money and no actual resolution.
 
Translation: "We have been deployed by the almighty ANC to ensure that the SABC will portray them in as flattering light as possible up and till the elections. Afterwards we have assurances of a cushy sideways redeployment away from the fallout. We have no personal integrity and don't care what white racists think or believe that the ignorant masses will really understand what we've done anyway".

And I just heard them saying Chapter 9 ( Public Protector ) only gives recommendations, they don't have to comply.

Absolutely nothing, the rule of law is western concept not liked here. Gov bodies have been ignoring court orders for ages so i doubt they will bother with a regulatory organisation.
