It's probably not as simple or easy as that -- there's the question of literacy and computer literacy -- but damn, I wish our government was as visionary as this man. Can you just imagine our rural villages transformed into hubs of online entrepreneurship?

Are you assuming that virtually nobody in poor African countries can even read? According to CIA world factbook, Rwanda's literacy rate is around 70%, which certainly doesn't seem so awful to me that it would present a serious problem here.
 
Wish he would invest here, a small province in SA or a devision, is the same size as Rwanda.
