Web hosting question?

Hi all

Is there any hosting company overseas that offers a service which allows me to login to my control panel and ftp via 1 dedicated ip address and it blocks off every1 elses logins except mine? but yet again they can still view the site?

I believe Texo is hosted overseas. Their service is the best....
