Webafrica downgrade not processed

So around the 17th I selected to downgrade my business uncapped account back to a 20gb capped account (after 2 weeks with massive packet loss only on WA). I was even given the confirmation page saying it will take effect from the first of this month (it took about 7 tries to not get a timeout). Instead I got upgraded "for free" on the 25th and now I've been debited for the uncapped package I cancelled
 
Web Africa requires a full calendar months notice. Sometimes a full calendar years notice. They don't really cancel.
 
Going through this nightmare myself. I "thought" I had downgraded only to find out that it took a calendar month when I looked at my portal. Contacted support through the messaging app and was told they could do 'something" for me, still waiting for that something to happen

The downgrade should have taken place at the start of September as it was placed before 20 August. Can you PM me your account details so I can take a look into this.

If you downgraded before the 20th of the month it takes effect at the start of the following month. Anything after the 20th only takes effect at the start of the month after the next i.e: if you cancelled after 20 August then the downgrade takes effect on 1 October.

Does the same apply with upgrades?
 
I called for a cancellation, was told I'll be called back, still no response.

So sorry for the way our team handled your request Aqua_lung :( I believe our team has already resolved your issue and processed the cancellation.

I am a bit confused as to why upgrades are immediate yet if you downgrade after 20th, you have to wait until start of the following month.

My guess is upgrade is immediate - WA gets extra money
Downgrade takes time - WA "gets" extra money.

I have to say this is very unethical to me and just boils down to try and screw consumers a bit more

I'm no expert on this however i think it has something to do with the way billing works.
You pay one month in advanced to have service.Thus ISP pays whomever for fee's/data charges etc.
If you upgrade immediately,all it really means is recalculating the cost differential and being able to tac that on,is it not so?

Can the same be done if money is owed back to the client? (if the debit form gets sent to the bank after the 20th for a service,and i change my mind on the 22nd,when will the cancellation on the transaction be processed?)
Well I have no idea tbh,but i would assume that this isn't as simple as upgrading
