Weird Problem

Hi i have a weird problem and any help will be appreciated.
During the day my 4mb line's speed is okay, but after 5pm its shocking.

*I use a afterhours 4mb uncapped account from openweb.(Runs unshapped after 7pm, or thats what i heard.)
*I have an 1GB unshaped platinum account from openweb.
*I have a 1GB free afrihost account.
*Also 1GB free FNB connect account.
All these account perform well during the day except the afterhours but thats restricted to 192Kbps during day.

When i do a speedtest in the evenings my latency and upload is good but download is the problem.
Is this signs of a congested exchange even if my latency is good?

Speedtest Example:

Test conducted on 03 April 2012 08:59:55 PM
Download Speed: 171 kbps (21.4 KB/sec transfer rate)
Upload Speed: 426 kbps (53.3 KB/sec transfer rate)
Latency: 55 ms

Also if i start a few downloads i get a download speed of 300-400KB/s so speed seems okay, but not as consistant as always. But the problem is browsing feel sluggish and streaming is a no go on any of my accounts at night.
Any Advice will be appreciated.

I'm pretty sure the fact that he's tested with 4 different accounts means the issue is not with the ISP.

It might be the exchange that is overloaded, where about are you situated, maybe there are other forum members in the the area who's got the same issue?

Well i am connected to the stilfontein exchange, small town in north west.
So not too sure many forum users on the same exchange as me.

Yea I'm with you on that, the much more knowledgeable guys on during the day will probably be able to help you, but my gut says it must be on the exchange or the pipe to the nearest major centre. It's odd that your downloads are fast though... very strange.

Will Do excactly the same tonight, but if you use my previous speedtest you can see a huge diffrence, but my download speed stayed 400KB/s

Hmmm, again I'm no expert, but that seems to be a bit further down than your exchange, it might be that the pipe from Stilfontein to the nearest major town/city becomes congested that time of night!

Have no idea what you can do about it though...
