I was getting an average of 35KB/s downloads for about a month (since i signed up with neotel), today i get 110KB/s!

They fixed your line.

It's sorta a 'exchange' program Neotel is running.

You're getting full speed, I'm getting 15KB/s tops now... down from 25-30KB/s

Exchange? I.e. "lets take this guy's speed and give it to another person" ?

They probably look for a low-complaint area and then turn that tower towards the area where there's alot of complaints to keep things a little quiet.

So eventually they'll have to turn it back tho, so don't hold your breath.
