WhatsMonitor is a tool to monitor the way your family members are using Whatsapp. This app will tell you how many times, for how long and at what time your child is talking on Whatsapp with up to the second precision. It works even if your kid is not showing his last seen or if he or she blocks you.
All you have to do is enter the phone number of your contact and you can track it's Whatsapp activity.
You will receive a notification every time your loved one is online, so you can see if he or she is chatting with a girlfriend or boyfriend while in school, for example.
WhatsMonitor completely follows the terms and conditions and privacy rules of Whatsapp. All data displayed by WhatsMonitor is information already made public by Whatsapp.

What is stopping someone like your employer monitoring when you use WA? Or anyone monitoring anyone else? I thought you could hide your online status, but apparently not. Creepy!!
So from what i understand if you hide your online status it won't be able to show this.
It says that even if the person is not sharing their last seen, you can still get up to the second precision.

Why? it's not a whatsapp app...
if they can see a users online status even if user has blocked this (as they claim) the whatsapp is exposing something they shouldn't. if its not then they will confirm

There are a couple of indicators that you may be blocked:

I think it is bad that WhatsApp can give you the option to not disclose info, no matter how insignificant, and then still make this info available to anyone who wants it. Not dissimilar to how TrueCaller makes your contacts' information available, without their consent, for the world to see. The difference I guess is that, when installing WhatsApp, you agree to the TOS. With Truecaller your information is available just because your name and number are in someone's contacts.
I sure hope they are right. There seems to be a few apps that claim that they can access this info freely from WA. I do hope that this loophole is being closed.
