When will Neotel Offer ADSL ISPs ?

Does anyone know if Neotel sell or will eva sell ADSL ISPs?
High usage limit ISPs that go over their backbone similar to what IS offer. Correct me if Im wrong but most ISPs just resell SAIX wholesale bandwidth and less so IS.
Basically is anyone using ADSL that is going over the Neotel network not last mile, still paying Telkom line rental
