When will we see ADSL changes?

ICASA relies on consumers to inform them about any non-compliance. A person can lodge a complaint to the Complaints and Compliance Committee in terms of Section 17B and C of the ICASA Act as amended.
Anyone have a link to "Section 17B and C of the ICASA Act" - ICASA needs to be informed ;)
 
Consumers or consumer organisations can demand a time frame from licensee’s, and if one is not given, or it is unreasonable, or not adhered to, then consumers can lodge a complaint with ICASA.
So when can we get a time frame from Telkom?
Everybody is worried about uncapping and contention ratio's etc, what about the people who cannot afford adsl? That is the problem in the first place. Telkom has persuaded icasa to throw all those who have adsl a bone so they can shut up! Is it working yet? Pathetic!
Hang on there a minute. The no separate charges for adsl access has been very talked about and it would make adsl access affordable for anyone with R99.92 in their pockets every month. The no capping is just a big bonus for everyone that will have access as it would make it even cheaper.
For instance, this is currently my issue:

According to the new regulations, there should be no differentiation based on Shaped and Unshaped traffic. In fact, the regulations stipulate that there should be no prioritisation of traffic at all. I currently pay R270 for a 2Gb/month Unshaped connection through Imaginet. Now, does this mean that:

a) Everyone will move to unshaped and pay my price?

or

b) Everyone will move to unshaped and I will pay their price?

And when will this be done? Do I have to phone ICASA to complain that I still have a designated Unshaped connection, or does a Shaped guy have to call and complain, because I'm already getting Unshaped?

And yes, I expect some serious degradation of service on my 'new' unshaped connection, probably because "there are so many people on unshaped now and they're all running P2P applications and everybody's access is affected and this is why we shaped in the first place so boohoo to you!"

Anyone know? Can anyone guess?

More reasonable would be for everyone to pay something in the middle between a current shaped and unshaped account. But since it is mostly Telkom implementing the shaping on their SAIX network isps might charge the price of the current shaped connections just to attract customers and let Telkom bite the bullet for it. Anyone who notices noncompliance can complain about it, not just the people who are negatively affected since they don't know whether you will be affected or not.

I honestly don't give a rats @r$e about your boohoo though. Everyone who pays for a connection should get the same preference whether you use it for browsing or for p2p. You pay so you have the same right as anybody else or they shouldn't charge at all. Remember that you don't pay less for a shaped connection, but actually pay more for an unshaped connection only so that they can undo something that shouldn't have been done in the first place. :mad:

To everyone who's now unhappy with what was usually a shaped connection I can only say it serves you right for riding on the backs of everyone else and not allowing them the right to use the network the same way you do. :p
Can I call Telkom and tell them to cancel just my phone line, and if they refuse inform ICASA, law is law!!!!!!
I wish it worked that way. You actually pay for your phone line and get the adsl line for free and not the other way around. They might have an option for only an adsl line, but knowing Telkom they won't charge less for it so what's the use for it. Take the phone line with it so you can make calls as well if you want to.
 
So basicly its up to each of us or a representative whom we all agree to contract telkom, and get a set date we both agree on implimenting the new changes, if telkom ignores the email or letter within 7/14 days we can then submit a complaint to ICASA against telkom's noncomplience.

I guess i'll be typing up a letter and emailing it to lulu later today giving them 7 days to reply and a maximum of 14 days after the initial email to impliment change which i think is more than reasonable. - i'm really hoping they either ignore the email, or not meet the deadline i set as i'd like to see how ICASA deals with it so we can see first hand how sharp their teeth really is...


I think maybe if we can get some feedback regarding this outline idea, and then everybody set out to send a similar email to Lulu during today so we can get to the bottom of all this.

You're unhappy that everyone will now be on the same unshaped connection than you. We're unhappy that it was shaped in the first place. :p
