When will we see ADSL changes?

ICASA is likely to respond to non-compliance by trying to reach an agreement with the provider

It kinda worries me that the regs aren't published on ICASA's website yet
 
*grumble* What if Telkom just doesn't want to comply cause it kills their new found cash cow?
 
Great article, but it doesnt actually answer the question that the title suggests it sought to answer. Please can we have an actual answer from Telkom. Didnt CEO of Telkom want to be consumer centric, or has he dropped that now? Let him answer!!! It is our right!!
 
Does this apply to Sentech, 3G and IBurst? Does anyone know if they are classified as ADSL?

I doubt they will - ADSL is a bit specific to the technology of Asymmetric Digital Subscriber Lines.

Does my memory lie or isnt the reason why they pulled out of making presentations at the last meeting because such regulations wouldnt apply?
 
so once again we're sitting waiting for telkom, with no idea if this is ever actually going to be implemented or if its actually going to be implemented in a way that benefits customers :p
 
Everybody is worried about uncapping and contention ratio's etc, what about the people who cannot afford adsl? That is the problem in the first place. Telkom has persuaded icasa to throw all those who have adsl a bone so they can shut up! Is it working yet? Pathetic!
 
Hey ICASA instead of coming to an 'agreement', where Telkom will stall you for about a year or longer, why don't you start acting like every single other regulator on the planet and start handing out some fines?

how big fine? it will have to be a HUGE fine otherwise telkom will just reckon they make the fine 500 times over every month by not dropping prices so why not?

The only thing is that I will never need to give the modem away! LOL

It seems that ICASA will only act if there's a complaint about a specific issue and as such, the ADSL provider (Telkom) doesn't have to do anything proactive to adhere to the regulations. Is this right? Because this means that the responsibility for taking the first step lies with the consumers themselves.

For instance, this is currently my issue:

According to the new regulations, there should be no differentiation based on Shaped and Unshaped traffic. In fact, the regulations stipulate that there should be no prioritisation of traffic at all. I currently pay R270 for a 2Gb/month Unshaped connection through Imaginet. Now, does this mean that:

a) Everyone will move to unshaped and pay my price?

or

b) Everyone will move to unshaped and I will pay their price?

And when will this be done? Do I have to phone ICASA to complain that I still have a designated Unshaped connection, or does a Shaped guy have to call and complain, because I'm already getting Unshaped?

And yes, I expect some serious degradation of service on my 'new' unshaped connection, probably because "there are so many people on unshaped now and they're all running P2P applications and everybody's access is affected and this is why we shaped in the first place so boohoo to you!"

Anyone know? Can anyone guess?

How about R20 billion for a first offense?
 
Can I call Telkom and tell them to cancel just my phone line, and if they refuse inform ICASA, law is law!!!!!!
