Which is the best?

Both are 16gb & may be limited for your needs; storage wise.

Between the iPad Mini 3 & iPad 4 then Mini 3 easy.

Mini 3 is just basically a Mini 2 with Touch ID but still a great deal more advanced than the iPad 4.

64-bit A7 chip from the 5s is on the Mini 2 & Mini 3 as well as iPad Air 1.

A Mini 3 will run future iOS versions much smoother than an iPad 4th Gen.
 
Strange question...

Mini 4 is the best. Mini 3 is the same as Mini 2, they only added the fingerprint reader, so you basically ask what is the difference between 2 & 4

The 4 has A8 cpu and 2&3 A7, then the camera got upgraded from 5 to 8mp

Make no mistake, the Mini 2 is great!
Just see if you cant buy more space 16gig is good enough for few books, internet and mail.

I have the Mini 2 with 32gig WiFi & 3g, I don't see the reason upgrading, yes I wanted Touch ID, but other than that this tablet didn't do one thing wrong, in nearly two years,

So I second the buy a Mini 2 with more space!

I had the mini 2, loved it. Only upgraded to the air 2 to get more storage. Went bigger to get split screen.
 
IPad mini 3 16GB wifi and cellular for R4000. Spotless.

Should I buy?

The price is good, but I personally think not enough space. My SO doesn't put music and videos on hers, and its basically few books, and a lot of social media, and this is the usage on her 16gig one, see how little left, and more iOS updates coming...

I had to check what that 1gb App was lol....

<Shaking my head> yes that's women for you, I couldn't believe the size of that app, it is however a magazine that get out weekly, and that is on there for a year I guess, so 50mags..
 
I have a Mini 2 16 GB. Like everyone has already said this is far too little storage.

Am looking at upgrading to something with more storage.
 
Not a great deal. The A6 was twice as fast as the A5 processor and the A7 is twice as fast as the A5. Try get an iPad Air. They're the ****, very happy with mine and I've owned many iPads.
 
+ 1 on an Air.

I plan on buying an Air 1 next month; the Air 2 has SplitScreen which I would love but there is a substantial price difference still.
