I would agree with Paxron, if you require 3GB Cap (International), then the one price service with Cybersmart is indeed a very good option.
The only concern is if Cybersmart decides to inforce their 1 account per line rule, they have more control over your account (the line aswell). If you wanted to use a ISDSL 30GB Local account aswell, you dont want to worry about being cut-off for breach of service agreement.
Else the Cybersmart option is one of the best choices at the moment. I will include the one price service into the main post as soon as possible, also AWA Diginet lines are still available and Telkom should be the best place to go for information regarding those services.
If you are looking for a static IP address I am not currently aware of another services besides the Uncapped ISDSL accounts. I am hoping someone can correct me, because if I am right then your options are not only very limited in the ADSL space but also expensive.
Give OpenWeb or WebAfrica a call to ask them for a quote on an account with your requirements, however depending on usage and speed requirement Diginet could help, but that is still extremely expensive.
