Which Managed Switch to buy?

I need to manage the bandwidth at the office as our speeds are limited to a 4 meg line - thanks to Telkom.
Which DIY managed switch should I get so I can throttle speeds on certain IPs on the network? We got about 6 PC's during the day that I need full bandwidth and the rest can be at a snails pace. Currently using a 24 port 10/100 switch which I can replace.

It has four 8:4:2:1 weight-based priority queues, you can assign port-based priority or even more complex VLAN based 802.1p/DSCP. This type of queue effectively assign portions of the available bandwith for the members of the queue. It is better than assigning absolute maximum data rate per user, as your Internet connection speed can change over the time and a load is dynamic. But you can set maximum rate as well.
