About 220 South African towns were withholding their municipal taxes due to poor service delivery, the National Taxpayers Union (NTU) said on Thursday.

NTU board member Jaap Kelder said towns were fed up with potholes, water interruptions, inadequate waste removal and overgrown bushes on the roadside and therefore opted to "withhold" their municipal taxes until the services were provided

"It is not a tax boycott, we are withholding the money. It's very important to make that distinction. The residents pay the amount due into a trust account and the money will be paid to the municipalities once the grievances have been sorted," he said.

Kelder said the initiative, undertaken by ratepayers associations in various towns, began in 2005 with residents declaring formal disputes with their municipalities over poor service delivery.

The municipal taxes are paid into a fund run by the ratepayers association or legal trust accounts.

"It will go on as long as services are not delivered," Kelder said.

In some towns residents began carrying out various municipal functions themselves.

The problem is that their people are still not to paying for services. That strategy is now backfiring on them.

And how. They bred a culture of non-payment, and now that the "enemy" is gone, that culture is surprised that their "comrades" want them to pay.

well it shows, things here are getting worse and worse, Our Country is so poorly managed and its all us white people's fault.

I have the right to wiht held my rates and taxes if my services are not delivered.

The people that toi-toi are complaining about their taxes being miss used, if they pay it at all. But me with holding taxes should not cause them not to have houses.

You do have the right to withold your rates as long as it's done within the framework of the law. Firstly, you need to setup a ratepayers' association and declare it as such with your municipality. Then you have to declare a dispute over service delivery and give the municipality time to rectify the problems. Witholding rates is usually an act of last resort.

The 280 ratepayers' associations mentioned by Shiceka generally fall under the National Taxpayers Union (NTU) run by Jaap Kelder ([email protected]).
 
Just out of interest what is 280 out of the countries population?

Rate arrears in my municipality now stands at R2.8-billion. Current spending on wages for 3600 municipal workers is R580-million while capital expenditure is R360-million. In two years time, municipal wages are budgeted to rise to R720-million while capital expenditure will remain at R360-million. Current spending on cellphone and car allowances for employees is R30-million and expenditure on RDP housing for the poor is just R15-million.

If more people start voting with their wallets instead of pointless violent protests
maybe things will take a more positive turn. We are tired of the lack of service!

How do they plan to transport (lets say many come for argument) 50000+ people back and forth all over the place :confused:
What is also interesting is how companies bend over backwards cause they lost their spines (or whatever).
I heard from a friend that the government is forcing private ambulance services to put government logos (not their own) on their vehicles for 2010 otherwise they will not be allowed to assist/be on accident scenes during the 2010 world cup.
Talk about catapulting the propaganda (a useful bush saying:wtf:).
They should say, okay fine take your sticker and stick it, and when that minister has an accident lying on the tar bleeding to death they must just pass him some coins for his eyes... for the *river stinks :p

Good to know.

I want to pay a service provider for a service delivered. I think we should do this with everything. Until we can decide who we pay for the best service we get. They can tender for my business. If they do not deliver I should be able to choose to stay or leave.

Only works if you pay for the service to begin with. Those violent protesters are getting their services for free.
